Windows Queue Manager fails to start

The queue manager fails to start on Windows and reports the following in the FDC:

Probe id: - ZT473001

Component: - zutUpdateQMXADLLEntry

Arith:- 5 5

The component in the FDC (zutUpdateQMXADLLEntry) is a method that attempts to open the following registry key: 

‘HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSDTC\XADLL'

The FDC also reports that the call fails with Windows Rc=5 (Access denied). Open the registry editor (start->run->regedit) and verify the local mqm group has full permissions to: 

‘HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSDTC\XADLL'
